A permissioning regime for peaceful tools can become a soft state over the personal web.
Peaceful local running, model comparison, interoperability work, evaluation, red-team governance, and source-preserving experimentation should not require prior permission merely because the ideas are heterodox or the tools are powerful. The boundary is outward rights violation, not institutional discomfort.

Testing outputs, refusals, variance, and fidelity across systems.
Policy and defensive testing that avoids operational abuse.
